The West Valley City Council wants Utah's second-largest city to get closer to a Soviet community that is hosting American inspectors under the Intermediate-Range Nuclear Forces Treaty.
The council Thursday unanimously approved a resolution calling for a sister-city relationship with Votkinsk in the Soviet Union.
West Valley and Votkinsk are of similar size, Mayor Brent Anderson said, and will host inspectors from a foreign country.
