Neto, a 6-1, 172-pound playmaker, was the 47th pick in the draft by the Hawks. Atlanta will receive the Brooklyn Nets' 2015 second-round pick from Utah, which acquired it in a previous trade.
"He's a pure point," Jazz general manager Dennis Lindsey said of Neto. "He really knows how to play. He's a pure passer, a capable shooter."
Neto, who's from Belo Horizonte, Minas Gerais, Brazil, averaged 8.5 points, 2.9 assists and 2.4 rebounds for Lagun Aro GBC of the Spanish ACB League in 2012-13.
He was the MVP of adidas EUROCAMP 2013 and a member of the Brazilian National Team in the 2012 Olympic Games in London.
