And years down the road, if guilt is found, Walmart will pay a large fine which will impact the stockholders.

Those that DID it, and those that covered it up, will have no personal penalty.

Bribery occurs so rarely in Mexico. I don't believe for a minute that any official south of our border would accept money to grease the wheels of commerce. Certainly Wal-Mart's actions didn't hurt anyone on this side of the border.
