here's my dream - deporting every single illegal back to Mexico and forcing them to obey the law and come here the right way - the lawful way and stop trying to game the system at my expense.

This is not prosecutorial discretion. It is simply choosing to ignore the law. There is nowhere in the immigration laws that allow for illegal aliens to obtain work permits. If they are here illegally then the law requires that they be deported. More..
