Those concerned residents attending the appeal hearing in Highland regarding the imposition of a drug rehabilitation facility in the middle of a residential neighborhood hopefully picked up on the larger issue. The appellant counsel presented a litany of arguments against the approval previously granted by the city, based on city and state statutes. The counsel for the facility had but one weapon in his arsenal — the federal Fair Housing Act, which may well impose this unwanted situation on a quiet neighborhood. What the federal government giveth, the federal government can take away.
