Best states and their percentage enrolled. Percentages above 100 percent are possible because some school districts use federal programs in addition to food stamps to enroll students for free or reduced-price lunches.

1. Alaska — 131 percent

2. Delaware — 96 percent

3. New York — 96 percent

4. Tennessee — 93 percent

5. Nevada — 88 percent

20. Utah — 76 percent
