Ratify test ban treaty

Thanks to the Deseret News for publishing the very informative article "Ex-U.S. diplomat: Russia balks at zero nuke talks" (Oct. 27). Ambassador Richard Burt was hoping to find a more positive attitude among Russian officials on future treaties. Instead, he found reluctance on Russia's part, even though now both the United States and Russia share the threats of nuclear proliferation and the possibility that nuclear weapons could fall into terrorists' hands.

One of the most important steps the United States can take to discourage nuclear proliferation is to ratify the Comprehensive Test Ban Treaty. The United States is one of the 182 countries that have signed the treaty.
