Colombia: No extradition
BOGOTA — The Colombian Supreme Court has denied a U.S. request to extradite a rebel commander accused of ordering the 12-day kidnapping in 2003 of two journalists on assignment for The Los Angeles Times.
Gustavo Anibal Giraldo, alias "Pablo," should be tried in Colombia because the alleged abduction of photographer Scott A. Dalton and writer Alison Ruth Morris happened there, the court ruled.
Giraldo was also wanted in a U.S. indictment unsealed in December in the 15-month kidnapping of a U.S. helicopter mechanic who was working on contract in an oil extraction region. Matthew Burchell was freed in August 2000 after a ransom was paid.
Indonesia: Big baby
KISARAN — Indonesia's heaviest-ever newborn drew curious crowds Friday to a hospital where the boy named Akbar — or the Great in Arabic — came into the world at a record 19.2 pounds.
Akbar Risuddin was born to a diabetic mother in a 40-minute Caesarean delivery that was complicated because of his unusual weight and size, Dr. Binsar Sitanggang said.
"I'm very happy that my baby and his mother are in good health," father Muhammad Hasanuddin said Friday. "I hope I can afford to feed the baby enough, because he needs more milk than other babies."
Crowds pushed to get a peek of the extraordinary boy, who measured nearly 24 inches.
Serbia: Nonaligned meet
UNITED NATIONS — Serbia is proposing to host a summit of the 120-member Nonaligned Movement, which has angered the United States with its opposition to the invasion of Iraq and its support for Iran and Cuba.
Serbian President Boris Tadic invited on Friday leaders of nonaligned countries to meet in the Serbian capital of Belgrade to mark the movement's first summit held at the same venue in 1961.
At the time, Serbia was part of the Yugoslav federation, whose leader Josip Broz Tito played a founding role in the organization.
Yugoslavia broke up in 1991. None of its six successor states is a member of NAM. Tadic said that Egypt should chair the meeting.
Switzerland: 2 held
GENEVA — Switzerland and Libya reached a new low point in their relations Friday as the Swiss government announced that two of its citizens are being held at an undisclosed location in the Arab country.
The information came two days after Swiss President Hans-Rudolf Merz met with Libyan leader Moammar Gadhafi in New York in an unsuccessful effort to defuse tensions between the two countries, which were damaged by last year's arrest in Switzerland of the Libyan leader's son, Hannibal.
For more than a year, Switzerland has known that two of its businessmen have been prevented from leaving Libya. But they are now being held "for their own security" because there is a "threat that Switzerland might free them militarily," the Swiss Foreign Ministry quoted a Libyan letter as saying.
