Herbert's assurances fail to ease Snake Valley fears

The draft agreement that surfaced in August is subject to revisions after a public comment period ends Wednesday.
At that point, a final draft will be presented to governors of both states for their approval.
Although the agreement ensures existing Utah water rights and has stringent environmental protections, many residents of Snake Valley and others are convinced it gives up too much water.
Herbert told them he understands that the concern is the division of water.
"The problem of fairness is like beauty: It is in the eye of the beholder," he said.
Several hours later, Herbert hosted a lively public hearing in Delta to hear similar concerns about the water-sharing agreement.
Another meeting of the advisory council will be held within the next two weeks.
