Independent Ethics Commission (Utahns for Ethical Government)

 Establishes a code of ethical conduct for legislators.

 A five-member commission is appointed by drawing five names from a hat of 20 names picked by majority and minority legislative leadership.

 Commission hears complaints against legislators in public, makes a public recommendation followed by a public legislative vote on disciplinary recommendations.

 Campaign contribution limits — no corporate or union donations, $2,500 limit for individual donations, $5,000 from a PAC. Legislators can't give money from their account to other legislators.

 No gifts to legislators except for "light refreshments of negligible value."

Independent Redistricting Commission (Fair Boundaries)

 Establishes an 11-member commission comprised of three members appointed by the Utah Association of Counties, three members appointed by the Utah League of Cities and Towns, one member appointed by the State Board of Education, four members chosen from a pool of qualified residents by the seven appointed members.

 Commission acts as an advisory board, submitting an independent redistricting plan to the Legislature. Legislators can approve the plan as submitted, amend it or reject it.

 Commission establishes new boundaries using federal anti-gerrymandering guidelines that put population parity on par with other considerations, including minimizing division of cities, keeping communities of common interest intact and recognizing natural borders and barriers.
