"We're not in an expansion mode right now," Waddoups told the Deseret News. He advised the hospitality industry to be careful what they ask for because it "might come with some strings," including higher liquor taxes.
The Utah Hospitality Association, which represents private clubs, has yet to set its legislative priorities for the 2010 session that starts in January. "We're dealing with reality," association spokeswoman Lisa Marcy said. "A major change happened last year. What are the chances we can do that again?"
Among Wednesday's new licensees is Randy Redden, who obtained a private-club license for the Tradewinds Lounge in Midvale. The lounge, open for some 50 years, has always been a beer-only tavern. But with the change in the law, Redden said he saw an opportunity to boost business.
"I lose a lot of customers, actually," Redden said, because after a beer or two, "they have to go somewhere else to get a drink."
He acknowledged he was "a little worried" about enough licenses being available for him to make the switch to a private club.
