Gochnour and Councilwomen Amy Wicks and Dorrene Jeske said they felt the policy statement was the best tool to communicate their desire for the pool to remain open. The Marshall White Community Center is located in the district represented by Councilman Jesse Garcia, who also voted for the policy statement.
A better solution, Stephenson said, would be to add incentives for the Ogden-Weber partnership by providing capital-improvement funding to help the agency get the classroom space it needs. That way, if the partnership's needs are met, the pool would have a better chance of staying open.
Cook told the Deseret News that he expects Godfrey to use his veto power within 15 days, something the mayor has used in the past. Two previous budget vetoes have been overridden by a supermajority vote of the council, but a land-use veto was not overridden.
"You need to be prepared for some ramifications if you do add this," Cook had told the council.
Those ramifications could be legal ones.
"If you are intending to prohibit the actions of the administration, we do not believe that is legal," Godfrey said. "It would change the balance of power."
The mayor called the City Council's path a "collision course" and said "it's going to cost the people of this city money."
