West Valley City's plans for an updated city center and a renewed Valley Fair Mall are moving forward in phases, but plans are being downsized and some retail space remains vacant.
Plans never were for the short term, said West Valley City spokesman Aaron Crim, who explained that a lot of the necessary financing for the mall was in place before the crash.
"Overall, the city's doing really well as far as developments go," Crim said. "We haven't been hit terribly hard by the economy, just because of the way our planners have been working on things."
Developments moving forward include the 201 Commerce Center on the southwest corner of Bangerter Highway and state Route 201.
A light-rail line headed into the city near the planned city center is also pushing ahead.
