Colombia: Drug suspect's trial

BOGOTA, Colombia — Colombia extradited one of its most notorious reputed drug kingpins to the United States on Friday, sending Diego Montoya to face trial on drug trafficking, money laundering and murder charges.

When elite commandos captured him in September 2007 at a remote farmhouse, the man known as "Don Diego" was on the FBI's list of 10 most wanted fugitives, the last at-large "capo" of a major Colombian cartel.

Ecuador: Foreign minister quits

QUITO — Ecuador's foreign minister has submitted her "irrevocable" resignation to President Rafael Correa.

Maria Isabel Salvador says she is leaving her post to dedicate more time to her family. Her predecessor quit in late 2007, also citing personal reasons. Correa then called for a minister with a "more revolutionary" approach to diplomacy.

Guatemala: Girl taken; 5 killed

GUATEMALA CITY — A Guatemalan official says a mob beat and then shot to death five men suspected of kidnapping a 15-year-old girl.

Police spokesman Donald Gonzalez says hundreds of townspeople from San Pedro Soloma seized the men, beat them with rocks and then shot them in a soccer field. Gonzalez says authorities are still searching for the girl.

Israel: West Bank annex?

JERUSALEM — Israel proposed to annex 6.8 percent of the West Bank and to take in a few thousand refugees under a peace deal, but it has not revealed its position on the most contentious issue — the future of Jerusalem, the chief Palestinian negotiators said Friday night.

Ahmed Qureia said the Palestinian side did not consider the ideas presented on annexation and the return of some Palestinians to be acceptable.

Mexico: Pregnant woman shot

CIUDAD JUAREZ — Soldiers shot to death a pregnant 35-year-old woman after she reportedly failed to stop at a highway checkpoint in the northern state of Chihuahua, authorities said Friday.

Silvia Arzate died after soldiers opened fire on the sport utility vehicle she was driving near the capital of Chihuahua, which is experiencing a surge of violence as drug gangs battle each other and authorities, said the state prosecutors' spokesman, Eduardo Esparza.
