With the recent passage of Proposition 8, Draper city police and church leaders anticipate protesters to be present at the open house and dedication of the LDS Draper Temple. In order to make sure that all party's interests are protected for this event and future events, the attached ordinance creates a section in Draper city's municipal code that allows for neutral free speech zones to be established. The zones will help maintain traffic control at the event, aid in crowd control, ensure safety to the public and surrounding public property, and allow the public and protesters to exercise their free speech rights. The code also includes a section regarding sound amplification devices and establishes a penalty if a person is found guilty of unlawful protest.
