Ideally, the traffic won't stall. The Legacy Parkway is supposed to reduce traffic on I-15 by 30 percent, or 45,000 vehicles during morning and evening rush hours.
The Legacy begins
At 4 p.m., a grand-opening ceremony will be held at the 500 South interchange in Woods Cross.
