The Handbook of Instructions of the LDS Church is copyrighted. Reproducing it is just as illegal as would posting a copy of any copyrighted book. That it was a book produced by the church doesn't change anything, does it? If it had been a "Harry Potter" novel, theft of intellectual property would have been obvious.
