The second half of "The FBI's" debut season and Charlie Sheen replacing Michael J. Fox on "Spin City" lead these TV shows that have arrived on DVD this week.
"The FBI: The First Season, Part Two" (Warner Archive, 1966, four discs, $39.95). Efrem Zimbalist Jr. is back as FBI agent Lt. Erskine for Episodes 17-32 of Season 1, ranging from kidnappings to sabotage to a plane hijacking to a planned bombing of a federal building to a two-parter about an East European chess master trying to defect.
A solid 1960s view of FBI work (with scripts vetted by the bureau) mixed with action and bolstered by fine performances from regulars and guest players, including Charles Bronson, Burt Reynolds, teenage Kurt Russell, Edward Asner, Wayne Rogers, Colleen Dewhurst, Jessica Walter and Kevin McCarthy.

"Spin City: The Complete Fifth Season" (Shout!, 2000-01, four discs, $29.93). Fox declined to sign up for a fifth season of his hit comedy about eccentric employees in the New York City mayor's office, so Charlie Sheen came on board as deputy mayor for the show's two final seasons. It's still pretty funny, albeit naughty, with Heather Locklear and most of the principles remaining onboard. (It was after his run on this show that Sheen landed "Two and a Half Men.")
Guests this season include Raquel Welch, Dakota Fanning, Regis Philbin, Kal Penn, Marcia Cross, Seth Myers, Rosie O'Donnell and Alyssa Milano.

"September 11th Memorial Edition" (History, 2011, two discs, $24.95). A collection of documentary TV specials on the title subject: "102 Minutes that Changed America," "Hotel Ground Zero," "Miracle of Stairway B," "The Day the Towers Fell," exploring events leading up to, during and following the 9/11 terrorist attacks, mostly on a personal, human level.

"Webster: Season Three" (Shout!/CBS, 1985-86, four discs, $29.93). More family fun with Emmanuel Lewis as the charming title character, and real-life marrieds Alex Karras and Susan Clark as his foster parents. Ben Vereen reprises his Uncle Phillip character for a couple of episodes.

"Horatio Hornblower: The Further Adventures" (A&E, 1999, two discs, $14.95). This discounted price for TV movies No. 3 and 4 in this lavish British series starring Ioan Gruffudd as the adventurer of C.S. Forester's novels. Each entry in this series is excellent and this inexpensive set is more than worth the cost.
