He also said installing an assistive listening system isn't cost-effective because the stadium only hosts seven major events each year.
"If we find that the requests go up in frequency, we may revisit the issue," he said.
Miles said they can easily handle Strong's request by borrowing a portable device from the headquarters of The Church of Jesus Christ of Latter-day Saints in Salt Lake.
BYU officials' response amazed Strong.
"They are breaking the law over monetary reasons," she said.
Strong said if she had not thought to call in advance, stadium staff wouldn't have been able to provide her daughter with an assistive listening device, or anyone else.
"There are thousands of people who are hearing impaired," she said. "And they're discriminating against them."
Jenkins said anyone else who has a hearing impairment can be accommodated if they call stadium faculty.
But as long as the stadium doesn't have a permanent assistive listening system, Strong said, the problem is far from resolved.
"Looking beyond my own situation, it isn't fixed," she said.
