High school: Jones jumping hurdles to start USC

"It seems rather tenuous to me," he said. Excell said he has an ongoing dialogue with USC staff and has expressed his concerns over the contracts. He believes that some of the problems created by new private and charter schools will cause the BOT to scrutinize the facilities and contracts of potential members even closer.

Currently there are not guidelines for admitting a school as an associate member, although with the new types of schools developing in the last few years, Excell said he expects the BOT to bring new schools on as associate members in order to work out any kinks without jeopardizing any varsity schedules or the postseason play.

Jones was asked to provide blueprints for planned facilities, contracts for those facilities with construction companies, including timelines for completion and contracts to use any off-campus facilities.

Wilson said he was reluctant to give specifics because several agreements had fallen through, but that the school had secured contracts for a softball field, football field and basketball facilities. USC principal Steve Marsing said every member of USC's staff was working hard to "be prepared for the April 3 meeting."

In November and January meetings, Jones said he had a contract to use Granite High facilities, but last week Granite District officials denied they had a contract with USC. Excell said he was told by Granite officials that after evaluating the practice of renting the high school's athletic facilities to outside entities, administrators had decided liability was an issue and that they would not rent to USC. Granite also denied an application to lease their football field to Judge Memorial, as well, he said.

Marsing said USC officials aren't counting on using any Granite High facilities.

As for playing at Granite like they did this year, Marsing said, "We're not banking on it. We have some contracts (for other facilities) already signed and we're working on some others."

Also, at a hearing on March 18, Jones told a panel of BOT members that USC would be breaking ground on March 31. However, Herriman City, where the school will be built, has no applications for any kind of structure to be built on the property.

"I know of a project proposal for a high school to be constructed," said Herriman mayor J. Lynn Crane. "We have received no applications, no site plan applications, no engineering plan applications ... There has been a presentation made to the City Council (on March 13)."

Crane said that in concept it is a project he would be very supportive of.

"I think it's a wonderful idea," he said. But he's not sure officials can erect the facilities they have committed to building by August or September.

"It's a long way from being reality, in my opinion," Crane said. "It seems to me to be a very aggressive agenda ... The proposed location is completely raw land right now."
