Provo frontage-road plan assailed

Jolley explained that 1740 North wouldn't have connected directly to the freeway, according to alternatives A and B of the EIS. Rather, the road would connect to northbound and southbound frontage roads that eventually connect to I-15 by University Parkway and 800 North respectively. He surmised the distinction was negligible to upset neighbors.

"Most people don't see a lot of difference in the two," he said, "so to them, it's the same thing."

Ultimately, UDOT decided to go with a plan that wouldn't implement frontage roads, Jolley said, mainly out of concern for the wetlands.

Billings said he's disappointed with the change in plans because many of Provo's future roadways and highway improvements hinged on option A of the I-15 Utah County Corridor plan. Now city engineers have to go back to the drawing board.

"It completely changes the west-side process," he said. "We're kind of back to the starting point."

Regardless of the process, Tronson said Grandview neighbors are happy with the situation's outcome — at least for now.

"We learned you can't always put something to bed because it can come back again," Tronson said.
