Johnson said Curtis used the arrest as an excuse to defend his actions, which were inappropriate for an officer. Johnson anticipated making that legal argument in an appeal to the 10th Circuit Court of Appeals in Denver.

Arnold had little to say after the verdict, other than that she was disappointed. Through a Spanish interpreter, her father Rodolfo Arnold said his family fears officers now. "There's no justice," he said. "I don't understand how this man could hurt my daughter."

Curtis said he is glad his name is cleared, adding the case has put stress on his family. The outcome shows that there are "checks and balances" in the system, he said.

Utah County Sheriff James Tracy said there were three separate investigations into the incident. An internal sheriff's investigation found Curtis did not violate office policy. A Provo police investigation found Curtis did nothing criminal and an FBI investigation concluded that Curtis did not violate Arnold's civil rights.
