• Economy: Utah has nation's premier economy, the governor says. Income tax rates were lowered last session, but he made no mention of a tax cut this year.
• Health care: 300,000 Utahns are without insurance. Huntsman said the state needs to create a framework for a major, multi-year overhaul of the system.
• Education: Utah's teacher shortage doubled this year to 400, Huntsman said. The state needs to continue to increase teacher pay, help provide year-round contracts for math and science teachers and graduate more educators.
