Dressed as a Minuteman from the Revolutionary War, Bartt Klinger of Ogden stands in the state Capitol during a Utah Minuteman Rally for the Rule of Law on Monday. Although the rally was canceled due to snow, a few supporters showed up to talk about immigration issues. With more than a dozen bills already filed that relate to immigration, it is expected to be one of the primary issues of this year's general session of the Utah Legislature.

Today's Capitol Hill highlights

• SB14: Ban smoking in cars with children. Senate Health and Human Services committee. 8 a.m., Room W025.

• SB35: Differentiated pay for teachers. Senate Education Committee. 8:08 a.m., Room W130.

• SB34: Permitting secret reports about poor drivers to the Driver License Division. Senate Transportation Committee. 2 p.m., Room W020.

• Gov. Jon Huntsman Jr. delivers his annual State of the State speech. 6:30 p.m., House Chambers.
