No Child Left Behind controversy

• At least two Utah school districts — Davis and Granite — averaged test scores over three years to let 32 schools pass NCLB standards. Averaging is not allowed in Utah's blueprint for meeting NCLB standards.

• The U.S. Department of Education said Utah schools must stop averaging test scores to meet NCLB standards.

• The State Board of Education voted unanimously Thursday to inform school districts they can't use averaging.

• The board will petition the U.S. Department of Education to put non-uniform averaging in its 2008 NCLB workbook (the rules schools here will use to meet NCLB standards).
