The advocates' proposal calls for use of proceeds of a general obligation bond and the $7.5 million contribution from RSL to build a complex featuring 11 soccer fields and one championship soccer field with a 7,500-seat stadium, all for public use. The city would be responsible for operations and maintenance costs and all risks for construction overruns. It also would manage and collect revenues from concessions, as well as naming rights.

The RSL proposal includes four baseball diamonds and 19 soccer fields for public use, with partial public use on three additional soccer fields and 90 percent public access to the championship soccer field with a 7,500-seat stadium.

Real Salt Lake would build a soccer academy at the site. The Major League Soccer club also would contribute another $15 million to the project for land purchase.

The city would own the land, but RSL would be responsible for operation and maintenance costs as well as construction overruns. The team also would handle concessions and receive revenue from naming rights and parking.

"We seem to have come to a point where an important decision needs to be made," Anderson wrote.
