Interviews under way for associate superintendent

Finance experience just one of needed skills, ed chief says

Interviews are under way for a new associate state superintendent to oversee the budget, and half of the eight candidates have no experience in public school finance.

State Superintendent of Public Instruction Patti Harrington says that's fine by her.

"I'm really anxious to get someone who understands accounting," is innovative, knows when to outsource and can lead a team, "not just manage a budget," Harrington said.

The position belonged to Patrick Ogden, who resigned Oct. 31. Harrington had placed him on paid leave after budgets were filed late with the Governor's Office of Planning and Budget, among other unspecified concerns. An internal review found no wrongdoing but noted the state lacks procedures to ensure punctual and accurate budget reports and data releases. Ogden said he left the office disillusioned but with a clear conscience and pride in his 22 years in state government.

The State Office of Education has since recruited, notified colleges and universities about the position and posted the opening on its Web site and through national circles, Harrington said.

Eight candidates will be interviewed today. Four have experience with Utah public schools. Those who haven't are certified public accountants, Harrington said. Most, if not all, live in Utah.

The job pays between $67,000 and $135,000, Harrington said. She said it might be filled by Friday's State Board of Education meeting.

The new associate superintendent would officially begin the job Jan. 2 — less than three weeks before the legislative session, where money for schools is always a top issue.

The public schools' budget exceeds $3 billion.
