"There are some fine lines" of what would be considered proper or improper, said Sen. Lyle Hillyard, R-Logan, a 28-year legislative veteran.
If any inappropriate requests come to the House or Senate core constituent services, those matters would be turned over to leaders to sort out with the offending legislator, legislative staffers said.
Process committee members said no new staff would be hired immediately, but as Rep. Roger Barrus, R-Centerville, put it, "more staff would likely be needed soon" as the 75 House and 29 Senate members learned they had a place to turn for help.
If six new staffers were hired, it would likely cost around $300,000 a year for constituent services, legislators were told last month.
