The reforms would be based on a model of shared insurance costs between individuals and their employers, with the public sector providing subsidies for people without adequate income or revenue. Details could not be worked out because the working group lacked certain financial information, although it expects to have it in time for the 2008 legislative session.

Radio and print announcements seeking public input are planned, and officials will talk with civic groups, employer groups, governments and other interested people. After the final draft is presented, a United Way steering committee will meet to work on the issues during the next two to three years.

"As we look at what this Financial Stability Council was set up to do, we are engaged in a very important work, especially for this state, and I think that what has been most exciting for me in this whole process is the way we went about it, with bold ideas, willing to take chances, and to come up with something that we think could have a significant impact on our state in these five areas," Anderson told the council at its final meeting Monday.
