Instead, residents who individually want to change cities can ask their cities to let them leave. Cedar Hills' proclamation says any resident of the Manila area is welcome to join Cedar Hills, but Perry says the city isn't seeking any financial gain from residents who join Cedar Hills.
"Some residents were under the impression that we were trying to forcibly annex people into our city," Perry said. "We're not trying to force anybody. It's actually financially not in our interest to annex this area. It ends up costing us more than we'd get in property tax revenue, but that's not the consideration."
Perry said Cedar Hills will re-evaluate its situation with Pleasant Grove residents who are using their sewer system, but, other than issuing a proclamation of their position, there isn't much either city can do to change the boundary.
"I think it's a natural evolution," Daniels said. "One day it will be worked out, and hopefully, everybody will be happy."
