• July 1999 — County attorney decides not to prosecute Councilman Cyril Watt, a practicing polygamist. Watt resigns four months later.

• March 2003 — Mayor Kelvin Bailey takes overnight car trip to Barstow, Calif. Bailey tells his wife and police that he was forced to make the trip at gunpoint.

Bailey is charged with a class B misdemeanor for giving a false report to police. A year later, Bailey accepts a plea deal. He resigns in 2005.

• January 2006 — Mayor Brian Olsen resigns from the Utah Highway Patrol while being investigated for lying about receiving a master's degree from Brigham Young University.

• October 2006 — Olsen resigns as mayor three days before he is charged with seven third-degree felony counts of misuse of public funds.

• Sept. 12 — Former City Councilman Greg Kehl fires a shot into the ground with his handgun and angrily leaves his house via a motorized paraglider. Police say Kehl fatally shot himself while airborne, causing him to crash.

• Sept. 14 — Councilwoman Linn Strouse is charged with a second-degree felony for accepting a $10,000 loan from a developer. Strouse is accused of failing to disclose the loan as required by state law.
