According to state law, the Bluffdale land can't be officially annexed into Herriman until Jan. 1. That would happen after the following takes place:

• The developers will file their request with the Lieutenant Governor's Office.

• A boundary commission will convene to consider the request.

• Residents in the area and adjacent cities will be able to object.

• The county surveyor will assess the proposal and establish correct boundary lines.
