Highlights of the 2007-08 budget the City Council signed off on

Property tax: No increase.

Fees: Increase to $1 per paying vehicle per day at airport, Gallivan Center and library parking garages, up from 50 cents at the airport and a new fee at the other garages; 4 percent water rate increase; 9 percent water, sewer and storm water impact fee increase for developers.

Services: 10 new police officers; six new firefighters; three new planners, including one for historic preservation; new graffiti technician.

Miscellaneous: Creation of Energy Fund for the Future, to improve the city's energy efficiency, but not at amount Mayor Rocky Anderson requested.

• Creation of sustainability director position to oversee new energy-efficiency fund and other environmental programs.

• $105,000 in new funding for police department investigation of cold cases.

• New staffing for YouthCity and Sorenson Unity Center.

• $250,000 in extra ongoing funding for the Tracy Aviary.

• New options for garbage pickup, including green-waste recycling and smaller trash cans.
