Western Regional Climate Action initiative details

The Western Regional Climate Action initiative, which has been signed by governors in Arizona, California, New Mexico, Oregon and Washington, will be signed by Utah Gov. Jon Huntsman Jr. on Monday. The initiative:

Calls for a reduction in greenhouse gas emissions, setting regional and state goals.

Calls for establishing a design for a regional market-based mechanism, such as a load-based cap and trade program, to achieve the regional greenhouse gas reduction goal.

Establishes a multi-state greenhouse gas registry to track, manage and credit entities that reduce greenhouse gas emissions.
