Council members criticized Anderson for pushing the road-closure plan, despite his having not attended the work-session meetings where the skybridge concept was hashed out. Dave Buhler said Anderson was being "obstructive instead of constructive." Nancy Saxton said she wished the administration had been more involved in the discussions earlier on. Both Buhler and Saxton are running for mayor.

Anderson's second term ends this year, and he has said he will not seek a third term.

He has veto power over the master-plan amendment that the council approved Tuesday, as well as over any future decisions on whether a proposed skybridge meets the criteria set in the amendment. Thronson said Anderson is still deciding whether to veto Tuesday's vote.

Five council members contacted Wednesday said they would vote to override a veto, and that number of council votes would be enough to quash such a move by Anderson. Two council members, including Sren Simonsen, who cast the lone vote against amending the master plan, could not be reached for comment.

The amendment passed Tuesday requires a developer to show that a proposed skybridge wouldn't block view corridors and that the bridge and the rest of the project are designed to promote pedestrian activity at the street level.

The City Council would have final design approval.
