Although the majority of residents who would be affected by the boundary shift currently live in Pleasant Grove and would be annexed into Cedar Hills, six Cedar Hills property owners would be annexed into Pleasant Grove.

Cedar Hills City Councilman Jim Perry said the differences between the cities, such as property taxes and property values, are small.

"I think both (Pleasant Grove and Cedar Hills) are great cities, wonderful cities," Perry said. "If you look at your total property tax that you're going to pay, the amount of difference between the two cities is just trivial, it really doesn't make a difference."

Perry said Cedar Hills has a growing list of residents who live in Pleasant Grove who want to annex into the city so they can develop their property.

"Most of these areas used to be open, rural areas," Perry said. We have residents who have waited a very long time to develop their property. ... If the boundary adjustment doesn't happen, then there's a lot of people who want to develop their land who will be unable to develop their land and, probably, for forever."
