Utahns divided on gift-giving

Nearly equal numbers say '07 bill does, doesn't go far enough

Still, the newspaper's study found that only around $150 worth of basketball tickets given by Utah State University during the 2007 Legislature — which under the old law were anonymous — would have come with the legislators' names attached under the new law.

House Minority Leader Ralph Becker, D-Salt Lake, has for several years introduced bills that would ban most gifts to lawmakers from lobbyists.

As Sen. Pat Jones, D-Holladay, put it — she has yet to see any benefit to her constituents in her taking gifts from lobbyists.

But a majority legislators, especially most of the 29 senators, have steadfastly refused to either ban gifts or to require full disclosure of all gifts given. And Becker's bills have routinely died.

Jones found in his new poll that the more conservative the citizens are or the more conservative the area, the more citizens trusted legislators and believe the new law provides adequate disclosure.

In Salt Lake County, an area with more Democrats in it, 54 percent of citizens said the new law is inadequate and more gift disclosure is needed; while in Utah County 56 percent of residents said the new law is adequate.
