PROVO The Provo City Council voted unanimously Tuesday night to amend an ordinance to add a second way for a neighborhood to qualify for a residential parking permit program.
A residential area now can qualify for consideration as a permit parking area if an investigation establishes that commuters park in the area for extended periods or if the street is regularly used by residents who don't have enough parking on their property.
The change is aimed at landlords who don't provide enough parking for renters who then park on the streets.
Neighborhoods south of Brigham Young University want permit parking on streets because they say students are parking in front of homes and driveways and even on lawns.
The amended ordinance is expected to lead to a proposal for a permit program in those BYU-area neighborhoods by June. City Council Chair George Stewart said he hopes a program is in place by January.
