"It is going to take more vigilance and more lawsuits and ultimately what I think is going to happen is the people of Davis County are going to vote (the board members) out of office and vote in a board that will be more responsive to their needs," Edwards said.

But Williams dismisses accusations that the district shut the public out of boundary discussions.

He said the district sent out mailers of when the boundary open houses would be, sent postcards to every household in Davis with information about where to access the maps, read hundreds of e-mails from the public as well as fielding over a thousand written comments from the open houses.

"What it came down to was a group who thought that even though we did all that, the board still wasn't listening," Williams said. "The board was listening — they just had a different view of things compared to another group of people, which is always going to happen in a boundary study."
