Orem's CARE program, application process outlined

OREM — A 12-page application packet may not seem like a big deal, but for talent-rich, cash-poor cultural arts groups in Orem it's the first step toward salvation.

The Orem City Council has approved the application packet and process for doling out CARE tax dollars — the 1/10 of 1 percent sales tax earmarked to bolster cultural arts and recreation opportunities in Orem.

The lengthy application packet has been pored over meticulously to ensure that all the proper and legal boundaries are in place to provide funding to worthy, eligible recipients.

What it the CARE tax?

The CARE tax is a 1/10 of 1 percent sales tax paid by those who shop in Orem. It is also known by other cities as a RAP (recreation, arts and parks) or ZAP (zoo, arts and parks) tax.

How did it get there?

Orem voters approved the tax in the 2005 November election. It went into effect April 1, 2006.

How much money will it generate?

Based on sales tax revenue, the city projects about $1.6 million a year for eight years. After eight years the tax expires. It could be reinstated through another election.

Who could receive CARE money?

The CARE tax can be used only for non-profit cultural arts organizations. Publicly owned recreation facilities can also benefit from the money. Private, for-profit companies are ineligible to receive CARE tax monies.

How is the money divided up?

There are three different types of allocations.

1. A mini grant — up to $5,000 — for operating costs of nonprofit cultural arts programs

2. A major grant — more than $5,000 — for operating costs of non-profit cultural arts programs

3. Recreational and Cultural Facilities Grants — for publicly owned or operated facilities

What are some of the application requirements?

• Organizations must be 501(c)(3) nonprofit entities that are based, or have a significant presence, in Orem.

• An organization must fall under one of the approved categories, such as arts education, dance, folk arts, humanities, media arts, theater, visual arts.
