LA PAZ — An adviser to President Evo Morales wanted in Peru for allegedly aiding leftist rebels said Tuesday that he's not guilty and will fight the allegations. "I will comply with what the law indicates," Walter Chavez told reporters in his first public appearance since opposition leaders last week called for his resignation.

Chile

SANTIAGO — The government on Tuesday said it will resume its program to provide free "morning-after" contraceptives to girls as young as 14 but will also offer them advice by specialists. The program started in September last year, but it was halted earlier this month when the Constitutional Court ruled it had been improperly implemented by administrative decree rather than by a presidential decree or legislation. The government said it would correct the legal problem.

France

PARIS — The Eiffel Tower's 20,000 flashing lights will go dark for five minutes Thursday evening, hours before scientists and officials unveil a long-awaited report on global warming. The darkening of the landmark in the City of Light comes at the urging of environmental activists and is timed to coincide with Friday's release of the major report warning that Earth will keep getting warmer and presenting new evidence of humanity's role in climate change.

BERLIN — Thousands of German workers took part in protests Tuesday against a government plan to raise the retirement age to 67, the country's biggest industrial union said.

Haiti

PORT-AU-PRINCE — The United Nations said Tuesday it will send 350 more peacekeepers to Haiti in the latest effort to flush out armed gangs from the capital's slums. The light infantry battalion of Nepalese soldiers began arriving this week and will be fully deployed by early March, the U.N. mission said in a statement.

Liberia

MONROVIA — The United Nations' first women-only peacekeeping contingent — made up about 100 Indian policewomen — arrived in Liberia Tuesday, officials said.

North Korea

China announced Tuesday that talks over North Korea's nuclear weapons would resume in Beijing next week, the latest in a long series of negotiations that have failed to curb its nuclear program.
