Officers in Odgen, Millard await results of investigations

An internal affairs investigation into a deadly officer-involved shooting is being compiled, and Ogden's police chief is expected to decide next week if he will return the three officers to duty.

The Ogden Police Department's shooting review board met Wednesday to go over the events that led to the death of Jessie Turnbow, Lt. Scott Conley said.

"They're compiling the information and putting it into a report," he said. "It will go to the chief for review."

The Weber County attorney is also conducting his own investigation into the shooting.

On Dec. 18, police and witnesses said that Turnbow got into a fight with his girlfriend and left their house near 34th Street and Adams Avenue armed with a shotgun.

When officers confronted Turnbow, 29, at the intersection of 35th Street and Jefferson Avenue, witnesses claim they heard the man tell the officers to "shoot me" and then opened fire with a shotgun. Three officers got into a shoot-out with Turnbow before killing him.

The officers have been on paid administrative leave, which is routine during an officer-involved shooting.

Meanwhile, a shooting by Millard County sheriff's deputies remains under investigation. Three deputies who shot and wounded Chris Carbine were scheduled to undergo a critical-incident debriefing Wednesday night. Depending on the results, they may return to duty by the end of the week.

"This is our first officer-involved shooting," Millard County Sheriff's Lt. Roger Young said Wednesday.

On Saturday, deputies responded to someone skipping out on paying for gas at a 7-Eleven store in Delta. Investigators said Carbine, 23, led officers on a chase into the desert and then pulled a handgun. He was shot in the arm and is recovering at University Hospital.

Carbine's family told the Deseret Morning News that he suffers from schizo-affective disorder and they have been struggling to get him treatment for his mental illness.
