Panel to decide where parcel will be annexed

A 44-acre parcel of land in unincorporated Davis County that could be annexed into West Point is being met with protests from two nearby cities: Clinton and Hooper.

A special boundary commission will decide where the land will be annexed.

The land, owned by Wayne and Gwen Hansen, is located west of 4500 West between 2050 North and 2300 North. It is contiguous with West Point, but it was included in annexation plans by all three cities, said DeeEll Fifield, Davis County community-development planner.

Gwen Hansen, of Roy, said her family, along with another couple, has owned the parcel for the past 30 years and plans to sell it to a buyer who would like the land to be in West Point.

Rick Davis, West Point city manager, said the city provides services like garbage and sewer to the area, and Davis County deputies who serve West Point also serve the area. He said the Hansens' land should be annexed into West Point because that's where the Hansens want it.

But Clinton Mayor Mitch Adams said in an Oct. 12 letter to the boundary commission that an annexation into West Point would limit Clinton's annexation plans, which include building a sewer lift station designed to serve the Hansens' parcel and the surrounding area.

Glenn Barrow, the mayor of Hooper, in Weber County, said in an October letter to the boundary commission that the residents in the area of the 44-acre parcel attend church, community events and schools in Hooper.

The boundary commission will decide whose argument prevails. The commission includes two Davis County officials — Surveyor Max Elliott and Clerk/Auditor Steve Rawlings — and two municipal officials, South Weber Councilman Jeff Monroe and Farmington Mayor Scott Harbertson. Those four officials will select three county residents to serve with them.

The commission has about four months to make a decision, Fifield said.
