Proposed "steps to dignity" for Utah's poor:

1. Restore vision and dental benefits for adult Medicaid recipients; estimated cost: about $3.1 million.

2. Remove the remaining sales tax on food; estimated cost: $100 million.

3. Increase the state minimum wage from $5.15 an hour to at least $7 an hour.
