Councilman Carlton Christensen said the mayor's staff has played an important role in the plan's development.

"His administration has been very supportive with the church," he said.

Once the plans are unveiled, it could take years before the work is finished. The likely first step taken by the church would be application for a permit to demolish buildings that will be replaced, including the current malls. Beyond that, it is unknown whether elements will need City Council approval, Planning Commission approval or other work through the public process. That all depends on the details of the plans.

"The most important thing is that it's done right, not that it's done to a particular timetable," Buhler said.
