I have been carpooling for many years since before car-pool lanes were available. I drive daily on I-15 between Lehi and Midvale. The car-pool lanes have been a great timesaver for me. And I don't mind additional "toll" cars in the car-pool lane, as long as it doesn't increase my travel time. Restricting access to and from the express lanes, however, negatively impacts their value. Putting the access points at the interchanges instead of between them almost guarantees that the traffic in the normal lanes will be moving much slower than the express lanes, making entering/exiting express lanes more dangerous, not safer.
