DCFS has bad track record

I agree with Gavin Wilde (Readers' Forum, Sept. 5) that abuses should be blamed on the perpetrator rather than Division of Child and Family Services. However, he took his letter a step too far for me when he said, "It's rarely publicized that Utah's DCFS is among the top ranked in the nation."

It is apparent that Wilde is in no way involved with DCFS or he would be familiar with David C. v. Leavitt. Utah DCFS has been under federal scrutiny for more than a decade as a result of this case, which found that "federal constitutional and statutory violations in the operation of Utah's child welfare system" were the norm in DCFS operations.

As a foster parent, I can tell you that DCFS has only recently started scrambling to comply with the settlement orders, as they are now desperate to have the federal supervision lifted.
