The Utah System of Higher Education and Utah Valley State College hired a team of higher-education experts to study what UVSC needs to do to become a university.

The three-person team proposed steps the Orem school should take on the road toward university status. Broadly, the team defined the steps as:

• Reaching an agreement about the timing and resources needed to accomplish the change.

• Informing and consulting with the accrediting commission about the proposal.

• Committing the necessary resources and energy to the change.

• Developing and putting into practice an approach to add faculty, reducing reliance on part-time faculty, adding selected undergraduate programs and revising teaching loads.

• Assessing the preparedness of library, space and other resources to handle graduate programs.
