Three-prong tax proposal:

Adopt a dual-track state personal income tax system allowing choice of the current system or 5 percent flat rate with no deductions.

Put quarter-cent sales tax increase for mass transit expansion on November's ballot rather than fund it with a property tax hike.

Have a slight increase in Salt Lake County's transient room tax go toward commuter rail.
