Highlights of measures going on Utah's books
Budget: Includes 3.5 percent compensation increases for state employees and almost $200 million in new transportation funding. Fiscal year 2007 also starts today.
Sex offenders: Drivers' licenses for sex offenders will expire annually, and most sex offenders will have to maintain their registry with the state for life.
Education: Public education receives a 6 percent funding boost, as well as $7.5 million for a new fourth- through sixth-grade science and education teaching program.
Tax reform: Exemptions for manufacturing industries, public and private transportation and coin-operated machines go into effect.
